This is such an odd way of looking at it. If you start with 2 lanes travelling at 30 mph, add a lane, and end up with 3 lanes travelling still at 30 mph, you're allowing *50% more journeys*.
There was latent demand for journeys. Have a discussion about pollution, sure, but per se it's clearly good.
