This is an emerging issue in the budget world and will become even more prominent as we approach FY 2026. And the House Appropriations Committee voted today to make Trump admin impoundment even easier through less GAO oversight (not law yet, though).

So the House Republican leadership is adding language to the rule on the budget resolution to essentially block anti-tariff resolutions through Sept. 30. Trying to recall Dems relinquishing congressional power this way, even if to avoid embarrassing votes.

Here's the rule the House just passed for taking up its budget resolution -- with a provision preventing any House member from filing a disapproval resolution on Trump's tariffs through Sept. 30.

See #6. They're insulating Trump's tariffs from being canceled by themselves.

The Republican CR is a shutdown CR. It’s not clean and it’s a negotiating offer. Not going to become law.
Reminder: one party calling it a “clean” CR does not make it a clean CR. Via @politico - the GOP bill adds billions of dollars in spending for deportations, veterans’ health care and the military while cutting an even greater amount of funding for non-defense programs.

Congressional response to this new EO will be very revealing. Thanks to Bobby for his vigilance and excellent analysis.
If I had to guess, they'll pause all discretionary low-income & grant programs (but probably won't touch most of the mandatory ones).

I'd guess this probably illegally pauses:
-WIC (nutrition for pregnant moms and newborns)
-Section 8 housing
-LIHEAP (helps poor households heat homes in the winter)
NEW — OMB temporarily pauses all agency grants and loans programs.

Per copy of memo: "The use of Federal resources to advance Marxist equity, transgenderism, and green new deal social engineering policies is a waste of taxpayer dollars that does not improve the day-to-day lives of those we serve."
