IMO it should never be your main source of learning, only supplemental to consuming native (or learner-targeted) media. However, having a quick way to make cards helps keep you focused on said media, so it's worth investing time into setting up a good workflow. animecards.site is a good start.

My interpretation was that vite+ is an "extension" on top of vite. If you're not using it, you still use the old vite commands. If you are, you just have more vite commands available.
