Coun. Rashovich, Transit is a fucking public service. It may or may not generate profit and that is why you need to generate separate revenue sources to compensate the loss. What's the revenue source in Regina? EMPTY LOTS, SURFACE PARKING LOTS. But no one will increase taxes on them. So F-YOU

I am confused. The status quo of $600K or something, right? This was the operational cost, not any upgrades. This time around the $ amount from 600K to 160K. The $1M will be 1 time investment for enhancing 5 playgrounds out of 150.
