As for why this is #1 in Miami? Well beyond the network benefits this connects a major campus which drives ridership all it's own. This also passes through or near 3 of the densest neighborhoods (Fontainebleau, Little Havana, South Beach). Finally, I'm just taking the busiest bus routes.

I think this strengthens the Miami network in 2 clear ways, 1 it's the clear 2nd axis since they already have a N-S(ish) route. 2nd this pushes deeper inland than the current network and allows for major bus connections along Miamis gridded street network.

So either current metro rail headways if using similar equipment or skytrain headways if using automation.
The biggest destinations would be FIU, Little Havana, the Marlins ballpark, downtown, and then Miami Beach. Depending on what alignment is used go get across the bay, maybe cruise terminals?

This would be a brand new line, and probably should use the same design specs and equipment as existing Metrorail, but since it's the 2020s (2030s when this could get built) maybe we pull a LA metro and aim for automated metro tech for future extensions. It's not like we can get to the current yard

Instead I'd love to build 20 miles of elevated rail in Miami.

Complete the planned but never built E-W line. (Originally conceived as Gov Center to FIU campus) I think it would be ideal to build it further east than originally planned to connect to Miami Beach, ideally via Dodge Island

I'll give my boring answer first.

10 miles of subway in Manhattan, I'll go ahead and finish the 2nd Av subway work. This is probably the single highest ridership possible in the country.
But, 1) that's boring 2) probably won't effect emissions all that much. I mean how many cars drive that path?
