Y'know, I think I've slightly changed my position. Theoretically, there is enough billionaire money to pay for the subway system in NY for an indefinite amount of time. I struggle to agree that it will work as well as intended in practice, but theoretically it can be done.

Your lack of understanding of the logistics doesn't invalidate the reality of the drug trade.
1) relaying and refueling at island states or ther boats
2) refueling at sea with big drums of fuel
3) the drugs don't typically go straight to Miami but also travel thru Mexico or PR
4) where's there is massive amounts of profit to be had, there is a way
