I read it twice and believe it is accurate to state that he signaled that he's unlikely to pursue impeachment, not sure how else to take it. I seldom read Axios though so can't comment on your other point.

The lede says he said "Republicans will never allow articles of impeachment to be brought to the floor of the House of Representatives, and we know that's the case" and so does the article. Sounds like he won't be trying to bring articles of impeachment to the floor of the House.
