Ok APPARENTLY the content language is NOT synchronized across devices.
In my phone, the content language (written as "Bahasa Konten") is only set to "Indonesia" while in my browser it's set both to Indonesia and English.
Setting it to English solves this issue.

So this was during Phoebe banner. I actually got her signature and another copy of her (so SN2) and actually was able to push to SN3. However I was lazy and I got the time to grind after her banner, so I got Changli instead.
