They bring it on themselves by saying there won't be outages, and then abandoning their constituents when the outages inevitably happen. Cruz slithers away to some tropical destination every time there's going to be extreme cold, and people rightfully ridicule him for it.

Nobody's saying that. But the point is "they" (whoever that was) were warned the system sucked and outages due to extreme weather would happen, and they needed to take steps to prevent it. 45 years later, this shit still happens every July and every January.
