AWI has long expressed concern that this law is not adequately enforced. After analyzing thousands of pages of federal documents, AWI found that the Twenty-Eight Hour Law is under-monitored, under-documented & under-enforced, likely resulting in millions of animals’ suffering.

The Twenty-Eight Hour Law, our nation's oldest animal welfare law, was enacted to prevent situations such as this. It prohibits the transport of certain animals for more than 28 hours without offloading them for food, water, and rest.
