I foster with Rescued Pets Movement and have always heard that thanks to transporting out-of-state, BARC actually doesn't euthanize nearly as many animals as other shelters. If that's inaccurate or misleading, I'd be very interested to learn why/how!

I don't disagree with your point about lowering adoption costs, and am certainly not arguing that Houston in any way has the animal overpopulation problem under control, but isn't BARC's live release rate typically in the 80-90% range?
