Massive lack of demand for EVs is the elephant in the room. The ambitious cut off date for ICE forced manufacturers to invest, but the buyers aren't there. EVs suffer massive depreciation, further disincentivising purchase of new EVs. Lack of investment in charging infrastructure adds to that.
