Because the goal of that strategy is to compel the oppressor to make concessions or escalate - and be ready if they choose the latter.

Scorn for "violence" and "nonviolence" are both unproductive, as it is a spectrum, and there are different places and times for different methods at different points in the spectrum.

In particular, it's important to let the oppressor be the one who escalates - *then* you can match them.
