An electric, rotary toothbrush with sandpaper works great, especially if your wrists tire easily.

It does depend on the printer and settings (layer height, orientation ..) a lot, but even if the surface is smooth after printing, I prefer sanding it completely to get rid of the sheen that it has. But yes, it’s quite some work. So rewarding though!
