How undemocratic to just single out the poor. This legislation, if really justified, should apply to all, rich and poor alike.

Getting back to a point where 1.5 is achievable is going to be a nigh on impossible challenge. Ideal in principle, but I see little means or any progress in getting there anytime soon.
