You still have made it worse by putting pedestrians in harms way. You have encouraged pedestrians to use an unprotected walkway with no TM in place. If a ped is injured now the contractor has no liability as you have altered the SLG.

As 750mm cones that's not a 30mph road. It can't have passive TM like what you have done,it should be temp lights, convoy or closure. You have put peds into the road with no barriers between them and traffic. If it's a 60mph it would require water blocks as well. I'd be prosecuted for doing that.

It should have been set out to the HAUC "red book". As long it follows with the Red Book it's legally compliant.
