It's way beyond murder charges. They're crimes against humanity in the absence of any declared war. There is no war, as the President has no authority to declare war against another country. A visit to the ICC, unless America intends to harbor such perpetrators after the current regime ends.

If they did order Seal Team 6 to finish the job on the Venezuelans for that first strike, it is understandable that everyone involved would be vehemently denouncing the call to not follow illegal orders.
