My way would let you build anything you want as micromobility device as long as it doesn't exceed 25 mph. Whatever your use case is, you can have it.

I get that, but you could program the bike to do that. At minimum, it could automatically increase the PAS at full stop. I manually do that with my Specialized Haul or I would struggle to get started.

Too many people abuse the throttle and I think the use on cargo bikes is an edge case.

But it doesn't need to be a manual throttle. They should be able to program a bike with a throttle sensor to give you a boost at the start.

First, call them e-motorcycles or e-motos.

Second, they're already illegal in bike lanes and mostly ridden illegally without licenses.

Enforcement has to start at the sellers. Make it painful to get caught selling them.
