I couldn't tell you for sure during the war, or even immediately after. But today Germany teaches the Holocaust in public schools exactly as it happened, which bodes well for accountability and transparency.

We are all very comfortable using the 1930s/40s German public as our case study in collective guilt. I think more fruitful and relevant examples can be found in the United States’ own history: Indian genocide, slavery, Jim Crow, Chinese exclusion, Japanese internment, etc from the 17th century on.
