You know as many times as I've done this quest I just always assumed it was given to Thoras once he was raised I guess that wouldn't make sense he would need his own runeblade? Huh, yeah a quest to go locate it would be pretty nice!

I have all characters that can be Vulpera, with my Pally and Druid being Tauren, my Drac Evoker, and my one Blood Elf DM. (as soon as I can be a Vulpera with every class, my army will be complete!
