He targeted environmental and human rights charities with CRA audits and capped their public outreach spending at 10% (or lose charitable status).

He also tried to cripple unions' bargaining power by requiring extensive financial disclosures (incl strike pay reserves).

OOP called their city councillor, and apparently they're taking it quite seriously. They also filed an MFIPPA complaint. Lots of people in the comments giving them good advice on how to proceed :)
