Yes, if that's an A3x0 or A4x0 system, RISC OS 3 was just a ROM swap (4 of them, to be specific).
It would be more exciting if the system have with Arthur 1.2 though.

This is Tim, and I've had both these monitors for over a year now, they are great! I use them both with my Amigas (500/1200/4000) and my US BBC (60Hz!) and UK BBC Master 128/Electrons, all with no issues. I do have a Risc PC, but it's not working right now and have not tested it.
