He was standing right in front of her car. As soon as she starts moving forward he draws his weapon with the first shot fired from the lower front side. Then popped two rounds on the drivers side were the agent was standing one the side of her car. He is a murderer.

He definitely shot from off the left side and not from in front. If he had time to fumble with drawing his weapon then he had time to get out of the way. There was no reason to draw a weapon. That wasn't going to stop the vehicle.
