A: I implied it in the first part of the post because a lot of people steal from small businesses in my town just to be assholes.
B: A small business would be a business owned by a town local or a group of them rather than a soulless rich CEO.

If someone looks like they have enough money to buy whatever they hell they’re stealing (like if it’s valuable diamonds or designer clothes) they’re doing it for kicks. If someone looks like they really are struggling and praying they don’t get caught, they’re doing it because they have to.
