I have also owned dogs and many other pets, mostly fish. I wouldn't let my dog jump at someone like that is all I'm saying. Just cause the dog stops doesn't mean the inital reaction is ok, I just means the owner caught it in time.

It's a matter of safety for those who can walk but are disabled to the point needing assistance. You know like needing a cane or walking stick. It's important to know your animal and the environments that it's best suited for. I dog that jumps at people (play or no) shouldn't be allowed to do so.

It's just basic ownership, if the dog can't behave on this kind of walk take it on a different one.
