Actually, Fenris makes more sense now that I think about it. They said freeing Loki would usher in Ragnarök, and in Norse myth it’s the freeing of Fenris that kicks everything off.
One piece theory: Lokis legendary DF will either give him the powers of Fenris or Jörmungandr, with my best bet on the latter.
