I grew up in Fort Wayne and now live near Pittsburgh PA. Both cities have 3 rivers and some crazy flooding issues.

You could feel it when we were out looking for one of the town council candidates. People understood the problem that we didn't have anyone to run and that the R President of the town would be running unopposed for the second time in a majority Democratic ward, but no one could make time to run.
