He believed in a democratic federation of nations.

European identity would be a patchwork of your immediate surroundings first, your city, your region, your country but finally also include Europe.

All respected and mediated by the rule of law and democratic checks.

The common accusation that a European Federation would want to "remove all differences" or make "all nations the same" was absurd for Delors.

The federation is simply the mechanism to protect and mediate between the other levels of society - the nations of Europe.

The different levels of society would work harmoniously with each other.

The ideal was solidarity between each level.

Delors didn't want a Europe that centralises power into an empire.

He wanted one of community - where problems are solved together out of necessity.

The personalist vision was one of subsidiarity, today a key principle of the EU.

Decisions should be first made by those immediately affected by a problem.

Only when necessary would higher authorities be consulted.

But the higher up, the more limited the power should be.

He was inspired by the Christian idea of "personalism" - the idea that personhood and human dignity is the highest value, best respected within a solidarous wider society built around protecting it.

It could be seen as one of the ideas that distinguish European civilisation.

Jacques Delors was president of the European Commission of the European Community from 1985-1995, the predecessor of the EU.

He was known as a pragmatic, influential, yet visionary politician.

As president, he achieved the impossible: A common currency and single-market.
