The time shown on a tweet is based on your local time. That’s why it says 13:08 for me, that’s when he posted it in my timezone. If someone in the US screenshots it, the time will appear different. It doesn’t show what time it was for him when he posted it.

Where is he right now? It’s 12:17 pm in the UK at the moment (If that’s what you meant)
