They want to lower VAT application threshold, cutting it to 10 million rubles ($120,000) from the current 60 million. Basically, if you are doing nails for a living or own a bar, they came for your customer base. And that is the real bomb.

But in short term, no. Black economy doesn't evade VAT, because economy is a sexy '50 shades of grey chain of contractors'. You can't just turn all black in a second, and for some time you will receive a hefty cashflow bonus.

All of a sudden, local production (unprofitable even in better scenarios) becomes basically lucrative, as every step gets extra 2% fee. In a giant country with expensive logistics being mandatory by default, imported goods become the only feasible options.

Look at VAT as a highly-effective yet toxic medicine - it will heal (fast) while fucking up everything on its way. So you only use it as the last possible option, and only if your body can handle it. And even then it's a gamble.

VAT is crazy efficient - your only way to avoid this tax is to stop doing everything including eating. You don't need any policing but mother nature, you don't have to wait for the end of fiscal period, it's a constant flow of fast money.

But everything has its price.

VAT - value added tax - is the indirect tax levied on the value added at each stage of a product's production and distribution (thanks, wiki).
Simply put: imagine paying 10 cents for watching every second minute of "How it's made".

Russian economy is very "performative" - basic metrics should look top-notch, while problems are swept under some hidden fees or new concepts.
Unemployment rate is a good example - during COVID people were sent to 'unpaid vacation', so on paper they are still employed.
