Also, it has been noticed that too much bureaucracy to get subsides make difficult for people who really would benefit to reach them. So universal benefits AND higher taxes for the rich are more beneficial, simple and effective.

But some towns and countries in Europe do have free bus fares. It is not viewed as strange nor problematic.
Some towns have even tried and reversed the measure, not for it's cost, but because they have noticed it does not increase mass transportation usage.
We even view Mandani's promises as mild.
