The War Powers Act was arguably a dilution of Congress's constitutional authority in that it sets up a process whereby the President can start a conflict and basically ignore them until they pass a resolution holding POTUS to the law's restrictions - a resolution POTUS himself would have to sign.

It never ceases to amaze me how conservatives who espouse the broadest imaginable interpretation of the vagueries in the second amendment insist on this tightly constricted reading of the clear language in the fourteenth amendment.
