Yeah, effectively, prison rapes don't count if they're not within the preapproved criteria. It's a bad solution made in the wake of a scandal, which is a terrible way to make policy.

As for the prison issue, I don't think it's possible to legislate that this group of people who've had their liberty suspended are safe, but this group are dangerous. Risk assessments need to be case by case.
