That's the elephant in the room though, gotta rip up all that concrete and turn it back into a trackbed, build a metro rail system with integrated ticketing for onward bus services.

It’s pretty obvious that the busway needs to be treated at least like a tram or light rail, with good fences along the whole route and maybe even level crossing barriers at roads, with enforced priority so the buses don’t have to slow down.

Well yes there are busy cycling routes right down the side of A roads into Cambridge. Lots of shared use paths that are repurposed pavements. No fences, national speed limit roads. It’s not just Cambridge, but at least we have those routes, many places have nothing.

I guess they thought they could get away with saying “it’s just like an A road” and not have all the diligence (cost) of running an actual railway.
