I am wondering if there is an exemption for miles driven outside the United Kingdom. Ireland is the obvious concern but I am sure there are many people who do big milages through France.

Absolutely. The Swiss are doing the rational thing, as always. But they are doing it performatively. That doesn't make it OK but most of us will give them a pass on it and blame the responsible person, Trump.

Or...what about a candidate list, with a score-sheet? Judges' discretion remains but, all things being equal, high-scoring candidates would go forward to a short-list as Nominees.

Both can be true. Algorithms act recursively, allowing the emergence and evolution of polarization and populism. But these has been able to grow to their present level because of the weakness and corruptability (mostly of the soft kind) of our democratic representatives and insititutions.
