Yes it wasn't a campaign slogan, but it's still present as a mentality.
Also it's not "useless destruction" but constant obstruction to make anything immensely hard to pass which might be a good strategy against fascist policies.

While this is what I mean with "changing the conditions" the article only talks about the preparation for the lawsuit. Do you have an article with the result or is that one not through yet?

First of all a fine is a price tag nothing more, that doesn't solve any of the conditions (status quo).
Secondly it seems from the article that this ruling did not get through.
