maybe you should be looking at all mainstream schools having SEND attachments with several SEND classes of 8 children a class with trained staff of 1 teacher and 5-6 TA's.
the reason you staff highly is due to safety of students and staff and it covers for staff sickness

on another note, this does not mean closing SEND schools as this is a need for those who CANNOT be sent to mainstream either for there health or there behaviour.

this will in the long term help those children from developing the mind crushing mental health illnesses that is currently a major issue in this country and help stop that rise.
stop talking about over diagnosis but start looking at the reason for the increase in mental health that it is happening

Then the added risk that they do not know dangers and will run or jump into oncoming traffic, this is the reason for needing the mobility component as there is a danger to life in some cases. For example my daughter can drop to the floor, she will do this at any point even in the middle of a road.

The reason parents have to claim DLA for these kids is that they have extra expenses compared to neurotypical kids. For example I have to buy things like

Early diagnosis is extremely helpful as the faster the child can be diagnosed the earlier they can have intervention to help them.

The increase in numbers is because there is more awareness for these conditions, so parents and doctors are spotting the signs quicker.
The argument that it didn't exist back in the old days is due to the term being made in 1911 before then they were diagnosed with things like infantile dementia.
