Honestly, I think that is likely a scam. I even looked up if you had to pay for an appeal and came across a reddit post (www.reddit.com/r/Scams/comm...) were users had similar experiences.

I've never heard of having to pay for an appeal on X. As far as I am aware of, it is completely free to appeal your account. Even then, that seems pretty expensive for an appeal.
