Blue Sparks are a 20% to be a one star at any rank, with better star chances increasing with the skill's actual Rank, with *I think* 5% at ⭐⭐⭐ when the skill is S/SS.

Pink Sparks, to my knowledge has almost no influencable aspects outside lucky inspo to A/S, and ⭐⭐⭐ is never guaranteed.

Race Sparks come only from G1 races. The "easiest" ones to farm are Asa Hai Futurity, Hopeful Stakes, Classic Crown Races, Queen Elizabeth Cup, Senior Spring and Senior Fall Triple Crown.
