I don't think this is a known thing, however if your bank card is stolen or the info is stolen and used to buy something, you will get your money back. Its how it works visa or mastercard (if its a different type of card then I have no clue).
Call the bank and they will sort it. May take weeks.

Watching the mundane life of salarymen in Japan is my new hobby, its slightly depressing, like when he finishes work at midnight and is stuck in the city so sleeps at an internet cafe, to going out for a meal and sitting alone at a space that's just for you and having amazing meals.
