Slow cars = long lap times = few laps = SC takes up a larger proportion of the race.
Especially true on street circuits with limited runoff (So incident like Lloyd's results in a crash, rather then a trip through the gravel).
There's a reason most F4 series go on smaller traditional circuits.

I reckon part of it is also gently introducing him in + proving if he has the pace, after quite the turbulent year he's had in indycar.
