I am not sure what the ID requirements are, but it is usually a very small amount of people who do that.
This scheme avoids the whole postmarked envelope issue. Colorado does not allow ballots that arrive after election day, pet peeve of some idiots.

Even if you go to polling place on election day, you just drop off your sealed ballot envelope (or up to 10).
On top of that, we have same day registration. You can register right there at the polling place, no problem.

Every primary and general a ballot arrives in the mail, you fill out and drop it off at the myriad of drop boxes. Every library, court, rec center, city/county building, etc. has a drop box in front of them.

Registration form has a box to check if you are a citizen, so non citizens know not to fill it. You provide DL number (or some other ID, don't remember all of them) and last 4 of social, and that's enough data to verify citizenship by the county. So, it is already taken care off! Easy!

This whole thing is so stupid. To begin with, non-citizens don't vote. It's just not a problem. But if I may say so, Colorado has the best system. They register kids in high school automatically when they turn 17. If they will be 18 on the date of the general, they can vote in primaries.
