it's probably an artifact of 19th migration from ireland to america. they were despised and told they would never be truly part of the nation. there was also a lot of contact with ireland (my wife is irish and her mum is technically american) fostering a separate identity

one of the points they make is that the attitude of senior politicians of their role is that they are managers, and that actual politics (conflict, compromise, debate etc) is emotional, irrational and childish
