Yes, that very awkward wording suggests that Alito failed to refer the application to the full Court and the Chief stepped in and brought it "before the Court" before the planes could depart.
Thanks for this! Is it significant that the order begins, "There is before the Court an application," rather than, "The application presented to Justice Alito and by him referred to the Court"? Was the usual procedure bypassed?

I was on Senate Floor in October 1991 when Congresswomen marched over to protest the handling of the Thomas nomination. In the next cycle, incumbents lost primaries and women Senators were elected. I encourage House Democrats to make a similar protest tomorrow. @aoc.bsky.social @raskin.house.gov

I have to say: Chuck Schumer is a weak man and a fool. This was the one cudgel Dems had. Now it's up to the courts which we new from the beginning were at best going to slow some things down. There's 18 hours left to somehow bring additional pressure to bear. It will be really hard to do that.
