If you're in California this is probably AB 506. It's not altruistic but a response to child abuse / molestation. Anyone who volunteers 16+ hours / month with minors (scouts, sports, schools) needs a Live Scan. And, of course, you need it to get a credential. Should flag crime, not immigration?

In 1969, Stephen Schwarzman was offered $10,000 to join Donaldson Lufkin & Jenrette. He countered with $10,500, wanting to be the top-paid Yale grad. Donaldson refused, but Schwarzman held firm, saying it meant little to them but a lot to him. Two days later, they gave him the job—at his price.

He is the "circuit justice" for the 5th circuit. He handles emergency appeals from that circuit.
