Landowners and water rights holders are politically powerful, insitutions and the law favor them. It's sort of like you a lot aoput the water needs of lettuce and almonds, but little about irrigated pasture.

My hot take is that romance is underwritten and there are too many options which begets romance mechanics which begets manipulative vibes.

If these things were more character driven they'd be more compelling.
