Fancy Ray definitely fits the bill of "somebody with tons of ridiculous lore who somehow manages to embody the supernatural spirit of the city" but (a) it makes me slightly ill to compare Fancy Ray to Sliwa and (b) Sliwa is sort of a different scale all together.
