I suspect the bigger point is that Federal agencies are not really subject to local regulations, so I'm curious how the county would enforce that.

On one hand, these are not the kind of people to wear masks for medical reasons. On the other, if they have a medical reason to wear a mask, that might prohibit them from that job.
Point might be moot, because Federal requirements often supersede City laws. I'd love to be wrong on that.

Does China regularly use mRNA vaccines? Everyone's immune response is different, but I get worked so hard by those but I can't imagine being on a plane the day after.

I suppose that's true. She has a pretty substantial contract, IIRC. That would be a lot of money to walk away from. On the other hand, she's not getting playing time... Maybe I'm just too used to how contracts work with MLB/NFL/NBA, and soccer is clearly different.

Since she is currently under contract, would the Wave get any compensation if she signs with Tigres? I'm not sure how this kind of deal works in NWSL.

She may have wanted out because of the team management issues. If that's the case, it's hard to say it's worse to hold onto her when they're not going to be competitive anyway.
