Sea otters living along the coastline of Canada’s British Columbia province are exposed — and absorb — forever chemicals, a new study shows.

Each of the 11 sea otters tested carried residues PFAS chemicals, with concentrations higher for those living near dense human populations or shipping lanes.

Because the City of Portland and the Port are Potentially Responsible Parties, taxpayers help pay for a portion of the cleanup. Your water bill has a Superfund tax. The tribes are respected as autonomous governments. The City has an obligation to honor treaty rights and assure fish habitat.

The Portland Harbor Superfund Cleanup will begin in 2026 and take over 13 years. Contractors can only work four months a year because of the fish window, but when they do, they will work night and day. Restoring endangered species habitat is an essential part of the cleanup.

In our river fairy tale, is the removal of century-old contamination a risk or a tale of restoration and renewal? The largest industries on the river fought against the cleanup because the Superfund Law requires the potential parties (polluters) to pay for their share of the cleanup. 🧵 1 of 5

If this was a fairytale and the leading lady was the North Reach, what would the fairy tale be? I imagine this when the Portland Harbor Superfund clean-up is called a “constraint” in city documents. My mind wanders. I see our fair river as an abused and neglected lady in a tower. 🧵 1 of 4

You can drive along Marine Dr and see earthen levees. You can pull into Heron Golf Course and read historic markers for Vanport. You can drive out to Kelly Point Park and try to find the confluence of the Willamette and Columbia Rivers. (Photo of Sarah Taylor, author of these posts)🧵 1 of 4

The Portland Planning is considering environmental zones in the Columbia River Basin. The policy is called the Columbia Corridor & Industrial Lands policy aka CCIL. How much of the slough, the lakes, and the annexed neighborhoods should be protected from industry?

The Columbia River neighborhoods were slowly annexed by Portland for industrial development. The South Shore Annexation took place in 1981. The East Columbia Annexations began in the 1970s. The Columbia-Lombard Corridor Mobility Plan pours large trucks through St Johns & other neighborhoods.

Henry Kaiser, looking to build housing for people working in shipyards, chose the Columbia River Lowlands in 1942. It was called Vanport, not in Portland. Why? The federal government required wartime housing to be integrated and Portland would not allow it. (Remember exclusion laws and red lining.)

We're going to use every tool available to us to stop Zenith and Big Oil from destroying Portland: legal action, electoral action, administrative action, and grassroots action. Remember Zenith is the owner of the largest bulk fossil fuel terminal in the dangerous CEI Hub in NW Portland.
Advocates are celebrating a small win that makes a big difference in their lawsuit against the city after an appeals court ruled in their favor Thursday. A state land use board that understands complicated land use law better than the city's preferred Multnomah County court will hear their case.
