The tax, if adopted, would be for non-residents from outside the EU who buy property to make money from it. My understanding is it would not be for those wishing to buy a house and live in it. Minority government though so may not even happen.

Very true. Without taking action, without work, nothing is created. It's also true that rebranding once successful can be a very expensive exercise ;)
